A copy of your despatch No.353 or October 11, with its
enclosure,
was forwarded by Mr.Max Killer to Kis Majesty's
Consul General at Canton, and I have now the honour to
enclose copy of Mr. Jamieson's reply to the strictures
which Sir 7. May passed on his conduct of the negotiations
in regard to the opium Regulatione.
Mr.Jamieson, you will observe, absolutely denies the
statement that the Regulations were submitted to him in
draft form or that he signified his approval of them. In
the interests of the good relations which should at all
tings exist between the Government of Mongkong and His
Majesty's Consulate General at Canton, it seems to ma vary
regrettable that such a charge should have been made, and
nade apparently on no better evidence than reports current
in Hongkong. As Mr.Jamieson points out, a friendly letter
